Here’s my take—
Yes they’re being jerks for not inserting three words: we are sorry—

As for the other part—
I’m positive they don’t know exactly why some accounts like yours are caught by the spam filter—
Any program will have an error—it’s bound to happen.
They are going to keep tweaking it and even so two things will happen:

Spam accounts will still stay
Good accounts will be suspended

Second one is an easy fix

They are pissed and overwhelmed with first kind. And it’ll take constant tweaking.

So if they tell you:
Don’t do XYZ and then change to ABC —they can’t guarantee the spam filter won’t catch us.

But they could be better at saying:
Hey if we fuck up—we’ll fix it! So take a chill people!

I feel they really want to say this—why they don’t, I don’t know. I bet it’s some boring legal crap.
